Photo marked on the back “Father, second from left” with an “X” marked under him on the photo. I believe this is Frank M. Arthur, because on obit for Col. Arthur states that Frank worked for the gas company in Reading. We also know he worked for the gas company in Philly, so cahnces are good. st
